A Customs Expert is a person who has knowledge and understanding of customs and has a Customs Expert Certificate from the Financial Education and Training Agency, Ministry of Finance.
To become a Customs Expert (PPJK), a person must pass the Customs Expert Certification Examination which is held nationally by the Financial Education and Training Agency, Ministry of Finance every February, June and October.

Article 29 Law no. 10 of 1995 concerning Customs as amended by Law no. 17 of 2006, states that customs notification processing at the Customs Office can be carried out by the Importer or Exporter themselves. In the event that this cannot be done by themselves, the importer or exporter can authorize it to the Customs Services Management Entrepreneur (PPJK). The implementation provisions of this article are regulated by Minister of Finance Regulation No. 19/PMK.04/2019 concerning Customs Registration, especially in CHAPTER VII which regulates special provisions regarding PPJK.
These provisions regulate the existence of Customs Experts, namely that in the event that PPJK will carry out registration to obtain an identity number in the form of Nomor Pokok Pengusaha Pengurusan Jasa Kepabeanan (NP-PPJK), it must have employees who are qualified as Customs Experts. Explicitly in the regulations, the definition of a Customs Expert is a person who has knowledge and understanding of customs and has a Customs Expert Certificate from BPPK.
